The “masses” behave predictably—when the violent, aggressive mob takes to the streets, they get scared, hide, and cower. But as in the 1930s, they misjudge the situation. Even if they escape the riots now, they will certainly have to pay the price, losing everything they are and have, when the mob acts according to the principle of chaos and the law of violence.
