The Indian People And Their Revolutionary Movement Will Emerge Victorious Against Operation Kagaar

The Communist Party of the Philippines (CPP), the New People’s Army (NPA), and the entire revolutionary movement in the Philippines express unequivocal solidarity with the Communist Party of India (Maoist) and the People’s Liberation Guerilla Army (PLGA). We stand with the people of India and their revolutionary forces as they frustrate “Operation Kagaar” and the Narendra Modi regime’s desperate war to crush the people’s war in India. As its end of March self-imposed deadline approaches, the regime has resorted to more brutal tactics of suppression. We join various international parties and forces in today’s March 28 International Call to Action, initiated by the International Committee to Support the People’s War in India (ICSPWI).

Since January 2024, the Indian state has waged Operation Kagaar (the “Final War”) against its own people. Thousands of military, paramilitary, and mercenary forces have been deployed, primarily in Central India, to crush the people’s resistance. By establishing hundreds of new military camps within forest and mountain communities, the state aimed to suppress the people’s struggle.

Operation Kagaar is a campaign of state terror against the people of India, against Adivasis, and organized forces who dare to oppose oppression. It specifically targets the leadership of the CPI (Maoist) while flagrantly violating international humanitarian law and the rules of war. These operations ignore the special protections guaranteed to vulnerable sectors in areas of armed conflict.

In just over two years, nearly 700 revolutionary leaders and Adivasi people have been killed in a series of massacres and summary executions. Thousands more have fallen victim to illegal arrests on trumped-up charges, abductions, and systemic harassment. The Modi regime has further intensified its coercive “surrender and reintegration” campaign, forcing civilians among the Adivasis to collaborate or face escalating military abuse.

These attacks paved the way for corporate plunder. Since this war intensified, corporations have rushed to seize and destroy thousands of acres of land, rivers, and forests to satisfy an insatiable greed for profit.

The Communist Party of the Philippines and the revolutionary movement in the Philippines trusts that the CPI (Maoist), the PLGA, and the Indian people will overcome the wave of fascist suppression and emerge victorious. So long as exploitation persists, the people will resist.

This campaign of suppression mirrors the US-directed fascist tactics employed against the Filipino people people for decades under various regimes up to the current US-Marcos regime. The Indian and Filipino people both exemplify courage in fighting terrorism and oppression, ready to face all difficulties and make the necessary sacrifices. The valiant resistance of the Indian people and revolutionary forces inspire the Filipino people to wage armed struggle with even greater ardor.

Amid a world being shaken by wars ignited, instigated or supported by imperialists, it is imperative that the Indian people and the Filipino people to unite and advance their struggles for national freedom and democracy. The liberation of our countries from imperialist oppression and domination would serve as an invaluable contribution to the global struggle against imperialism and for freedom and socialism.

As the Filipino people commemorate the 57th anniversary of the NPA this March 29, we stand in revolutionary solidarity with our comrades of the CPI (Maoist) and the PLGA, honoring their unwavering resistance.

India’s Revolutionary Movement Celebrates PLGA’s 25th Anniversary

India’s revolutionary movement held various activities to celebrate the 25th anniversary of the People’s Liberation Guerrilla Army (PLGA), the armed wing of the Communist Party of India (Maoist). A week of celebrations was set from December 2 to December 8.

According to the CPI (Maoist), the activities and gatherings conducted by its branches, PLGA units, and revolutionary masses were unlike those in previous years. They were carried out with strict security protocols and precaution because of the reactionary Indian state’s intensified attacks against the revolutionary movement and the masses, under the framework of Operation Kagaar.

Group meetings and small assemblies were held in forests, plains, and urban centers. Revolutionaries posted and distributed posters and leaflets to call for strengthening and joining the PLGA.

The PLGA has for 25 years persevered in advancing the people’s war to achieve the new democratic revolution as guided by the Party. Since the armed force was founded on December 2, 2000, it has defeated the ruling reactionary Indian state’s repeated attempts to end and crush the people’s revolutionary struggle.

However, the CPI (Maoist) openly acknowledged that during the past two years, the Party, the PLGA, and the entire revolutionary movement have suffered major setbacks. According to the Party leadership, these were the result of internal weaknesses, failure to implement the Central Committee’s plans, and intensified state attacks under Operation Kagaar since January 2024.

In the report of the Central Military Commission of the CPI (Maoist), one of the mistakes in waging the people’s war was the failure of some PLGA troops to withdraw from the Dandakaranya region to other areas. Dandakaranya includes Abujhmaad (or Maad), a mountainous and forested area in the south of Chhattisgarh state, which has become Operation Kagaar’s epicenter.

At the height of the intense attacks by the reactionary state from December 2024 to November this year, at least 320 revolutionaries were martyred, 117 of them women. At least 237 of those martyred were Party members. Eight were Central Committee members, 15 state committee members, 25 are from district committees, and 73 are from area committees.

The Party, the PLGA, and the revolutionary masses fought courageously amid these losses. In battles in Dandakaranya, Bihar and Jharkhand, East Bihar and North East Jharkhand, Odisha, and MMC, the PLGA killed 116 and wounded at least 208 members of the reactionary state forces. The PLGA mainly used explosives in its operations.

To recover from setbacks and advance, the CPI (Maoist) called for rectifying mistakes in practice during the past 22 months. “Let us rectify these. Let us correctly implement the strategies formulated by the Central Committee and the Political Bureau,” the Central Military Commission stated.

The leadership of the CPI (Maoist) expressed its determination to continue leading the PLGA and the revolutionary movement with firm resolve and unmatched courage. It said that the celebration of the PLGA anniversary is part of this determination to move forward.
