Call For An International Emergency Campaign Against Operation Kagaar: ICSPWI

The International Committee to Support the People’s War in India (ICSPWI) calls on all democratic, progressive, anti-fascist, anti-imperialist and revolutionary forces worldwide to join the International Emergency Campaign Against Operation Kagaar.

What is Operation Kagaar?

Since January 2024, the Indian state under Narendra Modi’s Hindutva fascist regime has been conducting Operation Kagaar, a military operation whose stated goal is the complete destruction of the revolutionary movement in India by March 2026. In reality, this is a comprehensive war against the people, directed primarily against the Adivasi population, poor farmers, revolutionary activists, journalists, students and political prisoners. Entire regions are being occupied by the military, villages bombed and burned down, civilians abused as human shields, prisoners tortured and extra-judicially executed in so-called ‘fake encounters’.

Operation Kagaar is a continuation and escalation of earlier counter-revolutionary military operations such as Samadhan-Prahar and Green Hunt. With the deployment of the army, paramilitaries and air force, the Indian state is attempting to destroy the Communist Party of India (Maoist), the People’s Liberation Guerrilla Army (PLGA) and the New Democratic Revolution they are leading. This counter-revolutionary offensive hit the revolutionary movement particularly hard in 2025, when numerous leading cadres, including the party’s general secretary, Comrade Basavaraj (Namballa Kesava Rao), and other well-known Adivasi leaders, were assassinated. At the same time, the state is intensifying its psychological warfare, deliberately spreading rumors about alleged surrenders and attempting to demoralize the revolutionary forces.

Steadfastness and revolutionary continuity

Despite these heavy losses, the revolutionary movement in India remains steadfast on its path. In several public documents, the CPI (Maoist) has made it clear that there will be no abandonment of armed struggle and no surrender to the state. Rather, the party openly analyses its mistakes, learns lessons from its losses and reorganizes itself under the changed conditions. The protracted people’s war remains the only way to overcome exploitation, national oppression, the caste system, patriarchy and imperialist penetration.

A central element of repression is mass imprisonment. Under laws such as the Unlawful Activities (Prevention) Act, thousands of people in India are detained for years without trial. Journalists are criminalized for critical reporting, students are arrested for possessing Marxist literature, and activists are tortured and isolated. India presents itself internationally as ‘the world’s largest democracy,’ but in reality it is a prison for its people, where fundamental democratic rights are systematically suspended.

This development is no coincidence, but rather an expression of the increasing fascistization of the Indian state. Under the Hindutva regime, religious minorities are persecuted, national oppression is intensified, and social protests are met with military force. At the same time, India acts as a strategic pillar of US imperialism in South Asia and as a close ally of Israel. Internal oppression and an aggressive external role are two sides of the same policy.

International significance of the struggle in India

This is precisely why the struggle of the Indian people is of international significance. The New Democratic Revolution in India represents one of the most important fronts in the global anti-imperialist struggle. Its defeat or victory would have a direct impact on the global balance of power between imperialism and the proletarian world revolution. Solidarity with the people’s war in India therefore also means solidarity with all oppressed peoples and political prisoners worldwide.

Against this background, the ICSPWI calls for an International Emergency Campaign Against Operation Kagaar. The aim of this campaign is to expose the crimes of the Indian state internationally, build political pressure, demand the release of all political prisoners and provide practical support to the revolutionary forces in India. Actions, rallies, events and publications have already taken place in numerous countries on several continents. This mobilization must be expanded, deepened and coordinated.

Call for participation

We call on all individuals and organizations in solidarity to participate in the month of action against Operation Kagaar in March 2026. On March 28, 2026, an international demonstration will take place in Zurich in solidarity with the revolutionary movement in India.

Today, more than ever, it is important to take a clear stand. Operation Kagaar must be stopped. The massacres of the Adivasi population must be stopped. All political prisoners in India must be released immediately. Imperialist support for the Indian regime must end.

The struggle of the Indian revolutionaries is our struggle. Their steadfastness is a call to all of us to strengthen international solidarity and advance the common struggle against imperialism, fascism and oppression.

In Solidarity With Indian PP Comrade Pramod Mishra’s Indefinite Hunger Strike!

For the past three years, Comrade Pramod Mishra, an activist of India’s revolutionary movement, has been detained in Beur Central Jail in Patna, Bihar, India. The Indian state claims that Comrade Mishra is a Central Committee and Politburo member of the Communist Party of India (Maoist). Although Indian law recognizes the right of a person in custody to basic human dignity, Comrade Mishra began an indefinite hunger strike in prison on 26 January, demanding adequate food and breakfast, access to daily necessities, and regular communication with family members and lawyers. At 74 years of age, after being subjected to inhumane prison torture in Beur Central Jail, his decision to begin a hunger strike clearly exposes, in our view, the extent to which the fascist Indian state respects its own laws regarding “human dignity.”

This method of slow custodial killing-whether in police or prison custody is not a new crime of Indian Hindutva fascists. Nor is the case of Pramod Mishra an isolated incident. In recent years, the ruling Hindutva fascist Modi government has used its power to carry out what it calls “encounters” or direct armed confrontations in Dandakaranya, effectively conducting massacres against the Communist Party of India (Maoist) and the indigenous people of that region. The Hindutva fascist Modi government continues to intensify its repressive actions. At the same time, it has increased repression against all democratic and progressive forces who speak in favor of the people’s revolutionary struggle. The state is denying even minimal civil rights to detained activists of the revolutionary movement and subjecting them to inhumane physical and psychological torture inside prisons.

India is claimed to be the world’s largest “democracy”! Yet in this state, those who raise their voices against those in power are arrested and subjected to the most inhumane and undemocratic torture in prison, often leading to death. The age or physical condition of detainees is of no concern. In recent years, Father Stan Swamy and G. N. Saibaba have fallen victim to such actions by the Indian state. Repression continues against Comrade Prashant Bose and, more recently, against Comrade Pramod Mishra, who has begun his indefinite hunger strike. To suppress India’s revolutionary movement, the anti-people Hindutva fascist Modi government has adopted two methods: the so-called “encounter” operations in Dandakaranya and the slow killing of prisoners in custody.

We express our solidarity with Comrade Pramod Mishra and the three demands raised by the Campaign Against State Repression (CASR) against state repression in India. The demands are as follows:

1. Immediate provision of adequate nutritious food and necessary items for all prisoners.

2. Ensuring regular telephone communication with family members and lawyers.

3. Independent and transparent medical monitoring of Pramod Mishra, considering his age and ongoing hunger strike.

We call upon democratic forces, civil rights organizations, and mass movements to raise their voices against repressive actions inside prisons and to intervene immediately to prevent any irreparable harm.

A pro lehčí,DMN semi-maoistické režimy jako např.ČR,EU platí nějaká směs toho co říkáš a právního státu (rule of law).

I když třeba v Kambodži daňová pobočka chtěla abych jim dal 10 otisků prstů (identity theft hazard) a nenapsali to v dopisu (v něm jen "otisk prstu") a vyhledal jsem v khmérsky psaných zákonech (kterým na rozdíl od toho DMN šrotu v České Sbírce většinou rozumím,co přesně znamenají),že na to nemají nárok když to nenapíšou v dopise,tak jsem jin napsal 5-stránkový elaborát v Khmérštině s obrázky,kde jsem argumentoval že se snažím chránit svá citlivá privátní data a že nejsem podle zákona povinen a jestli mi to napíšou dopisem tak jim to dám,a babenki v kanceláři byly najednou zřejmě rády že dostaly něco co můžou archivovat, že je nadřízený nemůže kritizovat že ode mě nevymohly 10 otisků,přestaly po mě chtít i ty jiné byrokratické DMN šikany co po mě chtěly,začly se hihňat a srotily se kolem nějakého Facebooku nebo Tiktoku co tam měla jedna na mobilu,a když jsem jim vnucoval ty zbylé dokumenty co po mě chtěly,tak si je vzaly ale tvářily se jako ať je už neotravujou,že teď mají FB/Tiktok😂. Tak ani ta Kambodža není očividně čistě maoistická.

Police In West Singhbhum District Report The Encounter Killing Of CPI (Maoist) CC Member Anal Da

At least 15 persons believed to be Maoists, including a Central Committee member of the Communist Party of India (Maoist), were killed in an encounter with security personnel in Jharkhand’s West Singhbhum district on Thursday, Inspector General of Police (Operations) Michael Raj announced to the press today.

According to the IGP, the exchange of fire broke out deep inside the Saranda forest near Kumbhdih village, under the Chotanagra police station limits, and was ongoing at the time of his report to the media.

The IGP claimed that among those killed in the skirmish was Anal Da, also known as Tufan or Pati Ram Majhi, a Central Committee member of the CPI (Maoist). Anal Da was considered a key strategist and operational commander of the Maoist party in the Saranda region, a long-standing stronghold of the CPI (Maoist) due to its dense forests, rugged hills and difficult terrain.

As per the IGP’s statement, security forces were conducting a large-scale anti-Maoist combing operation based on intelligence inputs when Maoist cadres, allegedly lying in ambush, opened fire early in the morning. The security personnel retaliated, triggering heavy gunfire that lasted for several hours.

The IGP stated in his remarks said the operation began around 6.30 am. “We cannot confirm the exact number of Maoists killed as the operation is still underway. However, along with Anal Da, around eight to nine more Maoists have been neutralized,” the IGP was quoted as saying, adding that security forces have cordoned off the area and are carrying out intensive combing operations.

According to the district police, Saranda forest has long been a center of activity of the Maoist party.

Condemn US War Of Aggression Against Peoples Of Venezuela! Wage Peoples’ War Against US Imperialism!: CPP BPC

The Communist Party of the Philippines-Batangas vehemently condemns the US imperialist government’s recent bombing of Venezuela’s capital city of Caracas, the Venezuelan states of Miranda, La Guaira and Aragua and its illegal abduction of Venezuelan president Nicolas Maduro and his wife Cilia Flores.

The fascist Donald Trump has made extremely clear his intention to invade Venezuela and did not hide the reason for the US armada’s presence near the coast of Venezuela. His pretext of a war on drug trafficking and his claim that President Maduro is a drug kingpin have already been proven false by his state’s own intelligence agency. President Trump has thus far only revealed he is no different than his predecessors Biden, Obama, Bush, and Clinton, each one having blood on their hands for having the most coups, assassination plots, regime changes, and invasions a state has carried out or backed since the turn of the 21st century.

Trump’s modus operandi is straight out of the US playbook of destabilization and intervention in sovereign states the imperialist government has eyes on. Since 1945, the US government has been in more wars than the whole world combined and has amassed the most nuclear arsenal for its military.

The reason is clear. The US and its allied monopoly capitalist countries are yet again undergoing an economic crisis. Trump’s slogan of bringing back industrialization inside their territory after decades of relying on cheap labor in China and other countries is proof of this. No one is under the illusion that the objective of this attack on the Venezuelan people is anything other than to to seize Venezuela’s strategic resources, particularly its oil reserve. Yet again, imperialism is caught trying to offset a crisis of its own making by using another country’s resources.

The US imperialist government’s invasion of Venezuela must be analyzed under the current international situation where the US is steadily losing ground as the sole political and economic hegemony in the world. Its frustrations in Ukraine, the continued resistance of the Palestinian people, even China’s refusal to succumb to its acts of aggression in the Pacific as well as the growing membership of BRICS (Brazil, Russia, India, China, South Africa) which grew to ten member states with the addition of Indonesia can only serve to shake the number one imperialist down to its core.

The Filipino people have no other recourse than to stand with the people of Venezuela and condemn the US armed assault in Caracas and abduction of Maduro. The growing conflict in the world brought by chronic economic and political crisis, stoked on by US imperialism, is sure to land on our shores. The Filipino people must denounce the puppet Marcos regime for the continued building of EDCA sites, continued Balikatan Exercises and other joint military trainings and weapons tests which force communities to stop production or, worse, evacuate,and serve only to make our country a target for US rivals in the Pacific.

We must not—we cannot, let 1941 happen again.

Police Claim 1 Guerrilla Killed And 2 Arrested In Encounter With Security Forces In Begusarai District

A person believed to be a CPI (Maoist) cadre was killed, while two others purported to be his associates were arrested, following an exchange of fire with security personnel in Bihar’s Begusarai district late on Wednesday evening (December 31, 2025), a police official announced to the press today.

According to the police official, the deceased has been identified as Dayanand Malakar, also known as Chhotu and Kuldip. Malakar was said to be a secretary of the Maoist party’s North Bihar Central Zonal Committee.

A resident of Hamodis village under Birpur police station of Begusarai, Malakar had taken shelter in Nonpur village under Teghra police station of the district, the police official alleged.

Acting on intelligence inputs, joint teams of the STF and district police went to the spot where Malakar was hiding along with two of his associates. On spotting the security personnel, Malakar opened fire in an attempt to escape, prompting police to fire back. He was injured in the ensuing skirmish and later declared dead when taken to the nearest government hospital. Two of his associates were arrested, the police official declared in his remarks to the press.

The police recovered one 5.56 mm INSAS rifle, a country-made pistol and 25 live and 15 spent cartridges from the site of the encounter, the police official stated in conclusion.
