Something rather similar happened the other way round with #pfi schemes in the 1990s and 2000s when remarkably high valuations were made of the supposed transfer of risk to the private sector. I seem to recall that when someone had the temerity to suggest that there should be a rational and transparent process for doing this the idea was stamped on from a great height!
