The authorization for the structure – for the club, a temporary work – dates back to a decision made in September 2025. On May 7th, two municipal police officers from the Building Protection Unit were present in the VIP section while work was being carried out on the refreshment stand. The police officers were shown a decision from September 2025 according to which the municipal council approved the club’s request for three new hospitality rooms in exchange for an increase in the concession fee of almost 30,000 euros. However, according to the municipality, this decision was not a building permit. This led to the judge’s decision to seize the area.

Mayor Manfredi, at the sidelines of the national initiative “Grow the South in the Global Storm,” discussed the seizure of the refreshment stand at the Maradona stadium and explained: “From the information I received yesterday, I learned that there was a contrasting interpretation of the decision, which the company also interpreted as a building permit, while in reality it was necessary to obtain authorization for the works once the space was granted. This different interpretation led to the problem that I hope can be resolved.” “I believe – Manfredi added – there was a complaint from a private individual, so this led to an investigation and this discrepancy emerged. Downstream of the municipal decision, there was no authorization for the works. That’s the issue.”

Il Fatto Quotidiano: Firme false per le elezioni a Giugliano, indagati anche due parlamentari tra cui un componente dell’Antimafia

Ci sono anche un parlamentare della commissione antimafia, il senatore Gianluca Cantalamessa (Lega), e una parlamentare del napoletano, la deputata Annarita Patriarca (Forza Italia), tra gli otto indagati con l’accusa di aver autenticato firme false per formate le liste alle ultime elezioni amministrative di Giugliano (Napoli).
Si sono svolte il 25 maggio dell’anno scorso, in una città commissariata ed attraversata da un clima di profonda tensione. Nel febbraio precedente era infatti avvenuta una retata della Dda, guidata da Nicola Gratteri, contro ex amministratori e politici locali arrestati con l’accusa di aver condizionato le elezioni del 2020 attraverso la loro rete di relazioni con il clan Mallardo. Poche settimane dopo ci fu la sfiducia, con dimissioni in blocco dei consiglieri, al sindaco Nicola Pirozzi, in quel momento indagato (è stato poi archiviato), con richiesta di arresto respinta nell’ottobre precedente, nell’ambito di un altro filone di indagine.
Una situazione ambientale elettrica, che avrebbe suggerito maggiore prudenza nell’autenticazione delle liste. Almeno a leggere l’avviso conclusa indagine della Procura di Napoli Nord – pm Patrizia Dongiacomo, procuratore Domenico Airoma – secondo cui le coalizioni collegate ai tre candidati sindaco Giovanni Pianese, Diego D’Alterio (il vincitore di centrosinistra, ndr) e Salvatore Pezzella, hanno tutte beneficiato di liste allestite con firme poi disconosciute.
Tra i politici indagati per le autenticazioni ritenute false ci sono anche due ex consiglieri metropolitani e due ex consiglieri regionali, oltre ad alcuni professionisti. Ne avrebbero beneficiato Forza Italia, Fdi, Azione con Calenda, Italia Viva, il Pd, L’Udc, i Liberali e Riformisti, cinque liste civiche. Una curiosità: Cantalamessa e Patriarca avrebbero autenticato solo firme per liste civiche e non per i loro partiti di riferimento in Parlamento. Peraltro, a Giugliano la Lega non fece la lista.

There are also a parliamentarian from the anti-mafia commission, Senator Gianluca Cantalamessa (Lega), and a parliamentarian from Napoletano, Deputy Annarita Patriarca (Forza Italia), among the eight investigated on the charge of having authenticated false signatures to form the lists in the recent municipal elections in Giugliano (Naples).

The events took place on May 25th of last year, in a city under municipal administration and affected by a climate of deep tension. In the previous February, a raid by the DDA, led by Nicola Gratteri, resulted in the arrest of former administrators and local politicians accused of influencing the 2020 elections through their connections with the Mallardo clan. Just a few weeks later, there was a vote of no confidence, with a mass resignation of councilors to the mayor Nicola Pirozzi, who was then under investigation (later archived), with a request for arrest rejected in the previous October, as part of another investigation line.

An electrical political situation that would have suggested greater caution in authenticating the lists. At least according to the investigation report from the Public Prosecutor's Office of North Naples – pm Patrizia Dongiacomo, prosecutor Domenico Airoma – which states that the coalitions linked to the three mayoral candidates Giovanni Pianese, Diego D’Alterio (the winner of the center-left coalition, ndr) and Salvatore Pezzella, all benefited from lists set up with signatures later deemed invalid.

Among the politicians investigated for the allegedly false signatures are also two former metropolitan councilors and two former regional councilors, as well as several professionals. Forza Italia, Fdi, Azione with Calenda, Italia Viva, the PD, UDC, the Liberals, and Riformisti, five civic lists, would have benefited from this. A curiosity: Cantalamessa and Patriarca only authenticated signatures for civic lists and not for their respective parties in Parliament. Nevertheless, in Giugliano, Lega did not run a list.
