This is what happens when having an appointment is made a target in itself! It is horribly reminiscent of when medical assessment wards were set up in order to get down reported waiting times in accident and emergency departments. Perhaps a predictable consequence of allowing #alanmilburn - who like the #bourbons seems to have 'forgotten nothing and learnt nothing' - anywhere near the #departmentofhealth !
