Last year *the govt's own assessment* was that they "did not see any clear, empirical data to substantiate claims by Canada’s security and intelligence organizations that they face serious lawful access challenges because of rapidly evolving technology," because of a lack of concrete data. "Anecdotes" can't be grounds enough to mass surveil the population, particularly when that has clear impacts on already-oversurveilled and overpoliced groups.
