I learned at the recent NATO meeting: Israel used to be famous for using AI to AVOID civilian casualties — now it’s #wheresDaddy (or sometimes, mommy). This is the problem with dual-use. Different regimes use the same capacities to different ends. Governance & politics are essential to #AIEthics.
