The Nimbus deal with Israeli army is something where Azure reportedly lost in the competition with GCP and AWS. Because they didn't appear to the contractual clauses demanded by Israel.
The Guardian reports how these providers even agreed to a secret "wink" to let the Israeli army know if a court order caused their data to be compromised. This was to be done via a specific payment amount that also would reveal which country's court had subpoenad the data.
