Left up to me, I'd just let people in and triple the efforts to take care of people (find housing, provide food, child care and medical care, help people find relatives, if they have family in Europe already, help with learning the new language, get the kids in school, sort out LGBTQ migrants and make sure they are safe, sort out what jobs peple had in the old country then find those jobs or better jobs in the new country, etc)
In a word, go forward and get it done; HELP people.
There's more than enough for everyone. Citizens and newcomers. The problem : Bigotry, too many fearful Europeans moaning about replacement, certain politicians who are unwilling to make life sustainable for citizens even...let alone newcomers.
