Anyone remember the Open Source Web Design site? It's still online!
If you go back to the very beginning, you'll find website templates from 2000, fully done with glorious tables! (They're not allowed images, so no 1x1.gif tricks).
Add some 88x31 buttons, some vintage anime images and you've got yourself a Neocities stew brewing!
Warning! Some templates might use non-websafe colors!

@aligorith While I started around the same time as you, on GeoCities with the homemade mouse-drawn graphics (top below), the earliest scrape of my Patrick Caufield-inspired self-hosted site that I can find is from April 2002 (bottom below). Coffee in hand, I'm about to wander down memory lane through past passions for handheld computing, ultralight hiking, my rescue dog and my search for information on my eldest daughter's rare genetic condition.
