Le gouvernement de transition syrien s'apprête à rejoindre la coalition anti-Daech :
Le gouvernement de transition syrien est sur le point de rejoindre la Coalition pour vaincre l'État islamique (Daech) lors de la visite prévue d'Al-Sharaa à Washington. Cette décision officialiserait treize années de collaboration en matière de renseignement entre Hayat Tahrir al-Sham et les États-Unis dans la lutte contre les réseaux de Daech et d'Al-Qaïda dans le nord de la Syrie.
Actuellement, l'intégration des Forces démocratiques syriennes (FDS) et des structures de DAANES au sein de la Nouvelle Armée syrienne et de l'État syrien est au point mort. Cependant, l'éventuelle adhésion de la Syrie à la coalition pourrait renforcer la coopération entre les FDS et la Nouvelle Armée syrienne dans la lutte contre Daech dans la région.
Les États-Unis prévoient de déployer des forces aériennes à Damas
Les États-Unis envisagent d'établir une présence militaire sur une base aérienne non divulguée à Damas. Le 5 novembre, deux responsables occidentaux et un responsable de la défense syrienne ont affirmé que cette présence militaire permettrait aux États-Unis de surveiller l'éventuel accord entre Israël et la Syrie. Cette base aérienne devrait faire partie d'une zone démilitarisée définie dans l'accord.
Selon deux sources militaires syriennes, les forces américaines pourraient utiliser la base pour le soutien logistique, la surveillance, le ravitaillement en vol et les missions humanitaires, tandis que la Syrie conserverait l'entière souveraineté sur les installations.
Jusqu'à présent, le ministère syrien des Affaires étrangères a démenti ces informations.
L'ONU retire Al-Sharaa des listes de sanctions contre le terrorisme.
Le 6 novembre, le Conseil de sécurité de l'ONU a approuvé une résolution, soutenue par les États-Unis, retirant Al-Sharaa et le ministre syrien de l'Intérieur de la liste des sanctions contre Daech et Al-Qaïda. Tous les membres du Conseil de sécurité, à l'exception de la République populaire de Chine (RPC), ont voté en faveur de la motion. L'ambassadeur de la RPC auprès de l'ONU a exhorté le gouvernement de transition syrien à prendre des mesures supplémentaires contre le « terrorisme », mentionnant spécifiquement le Mouvement islamique du Turkestan oriental (MITO). Cette référence concerne probablement le Parti islamique du Turkestan (TIP).
Des responsables de la RPC ont régulièrement exprimé leur inquiétude quant à la décision du gouvernement de transition syrien de nommer des Ouïghours liés au TIP à des postes de haut rang au sein de l'armée syrienne. Le gouvernement de transition syrien a rebaptisé le TIP « 84e division » au sein de la nouvelle armée syrienne.
Malgré les inquiétudes de la RPC concernant le Parti islamique du Turkestan (TIP), des entreprises chinoises ont continué de collaborer avec le nouveau gouvernement syrien. Le 21 octobre, le ministre syrien de l'Économie, Mohammad, a annoncé que le gouvernement de transition était en train de finaliser cinq à six projets d'investissement avec la RPC, pour un montant de plusieurs centaines de millions de dollars.

L'État turc poursuit sa politique de modification démographique et empêche le retour de la population locale en construisant des infrastructures de type colonial dans la région d'Afrin. La construction de nouveaux logements, appelés « Cité résidentielle de Toros », a débuté le 5 octobre dans le canton d'Afrin.
L'Administration autonome démocratique du canton de Cizire, dans le nord et l'est de la Syrie, a organisé la 1re Conférence des communes du canton de Cizire. Cette conférence se déroule dans le cadre des efforts de DAANES pour faire revivre le système communal dans le NES.

Syrian transitional government to join the anti-ISIS Coalition
The Syrian transitional government is poised to join the Coalition to Defeat the Islamic State (ISIS) during Al-Sharaa's anticipated visit to Washington. This development would formalize 13 years of intelligence collaboration between Hayat Tahrir al-Sham and the US in combating ISIS and al-Qaeda networks in northern Syria.
Currently, the integration of the Syrian Democratic Forces (SDF) and the DAANES structures into the New Syrian Army and broader Syrian state framework is at a standstill. However, Syria's potential entry into the coalition could bolster cooperation between the SDF and the New Syrian Army in the efforts against ISIS in the region.
US plan to deploy air force in Damascus
The United States is planning to establish a military presence at an undisclosed airbase in Damascus. On November 5 two Western officials and a Syrian defense official, affirmed that this military presence would allow the U.S. to monitor the potential agreement between Israel and Syria. This airbase is expected to be part of a demilitarized zone outlined in the agreement.
According to two Syrian military sources, US forces might utilize the base for logistical support, surveillance, refueling, and humanitarian missions, while Syria would maintain full sovereignty over the facility.
Until now, the Syrian Foreign Ministry denied these informations.
UN remove Al-Sharaa from terrorism lists
On November 6, the UN Security Council approved a US-backed resolution removing Al-Sharaa and Syria’s Interior Minister from the ISIS and al-Qaeda sanctions list. All members of the United Nations Security Council, with the exception of the People's Republic of China (PRC), voted in favor of a motion. The PRC's UN Ambassador urged the Syrian transitional government to take additional measures against "terrorism," specifically mentioning the East Turkestan Islamic Movement (ETIM). This reference likely refers to the Turkistan Islamic Party (TIP).
PRC officials have consistently expressed concern regarding the Syrian transitional government's decision to appoint Uyghurs associated with TIP to high-ranking positions in the Syrian army. The Syrian transitional government has rebranded TIP as the 84th Division within the new Syrian army.
Despite the PRC's concerns regarding the Turkistan Islamic Party (TIP), Chinese companies have continued to engage with the new Syrian government. On October 21, Syrian Economy Minister Mohammad announced that the transitional government is in the process of securing five to six investment projects with the PRC, amounting to hundreds of millions of dollars.

The Democratic Autonomous Administration of Cizire Canton in Northern and Eastern Syria organized the 1st Communes Conference of Jazira Canton. This conference takes place in the context of the DAANES efforts to revive the commune system in NES.
