These are Naloxone kits from every Canadian Province where I've had access to them: Ontario, Quebéc, and Nova Scotia.
Not every Province makes these accessible (PEI, for example) nor every place in the world (the UK, for instance).
Just because these are accessible in some places now, doesn't mean they always will be. Naloxone is a life saving medicine, that until we have safe supply, we need to keep fighting for.

We need to stop this idea that drug diversion of any kind is bad. If safe supply is diverted, it means safe supply is supplanting illicitly produced drugs. It means people are safer.
Diversion of safe supply is still safe supply.
