One glaring question that this piece doesn't answer: what, if any, open case today would this law contribute to solving?

Anandasangaree says it's not surveilling Canadians, but that's exactly what retaining data about which towers mobile devices are connected to is. Especially in the age of 5G where device locations are measurable to street level through triangulation.
