Roma, 21 mag. (Adnkronos/Labitalia) - "Non dobbiamo aver paura dell'avanzamento della tecnologia. Mi sembra che lo slogan di questo Festival sia governare il cambiamento, giusto? Perfetto. Il ministro Bernini è stata bravissima nel raccontarci le novità tecnologiche. L'intelligenza artificiale è utile, è molto utile, ma è utile a fare che cosa? È utile a mettere insieme dei dati che, riservandoli invece all'essere umano, ci metteremmo un tempo molto più ampio per ottenere quei risultati. Ma l'intelligenza artificiale non deve governare l'azione dell'Agenzia delle Entrate, bensì deve essere governata dall'Agenzia delle Entrate. Non vi sarà mai un avviso di accertamento emesso da un algoritmo. Bensì ci sarà invece l'esame da parte del funzionario dell'Agenzia delle Entrate del risultato dato dall'algoritmo". Lo ha detto Vincenzo Carbone, direttore dell'Agenzia delle Entrate, intervenendo al Festival del lavoro dei consulenti del lavoro.
"Noi quest'anno abbiamo presentato i dati dell'Agenzia -ha continuato-, abbiamo detto che abbiamo incrementato il valore dei rimborsi erogati dall'Agenzia di oltre 2 miliardi. Abbiamo aumentato il numero dei rimborsi e allo stesso tempo abbiamo ridotto il numero dei giorni necessari per operare il rimborso. Questo è stato possibile anche grazie all'utilizzo dell'intelligenza artificiale, cioè a mettere insieme quei dati, come dicevo prima, in un tempo velocissimo. Però all'esito di questi dati c'è stato l'esame del funzionario. Il funzionario ha valutato se effettivamente c'erano i presupposti per riconoscere il rimborso oppure se non c'erano quei presupposti".
"Quindi vivaddio, l'intelligenza artificiale laddove ci supporta. Ma ripeto, tutti quanti stiamo tranquilli. Anzi, l'Agenzia delle Entrate si è data una propria policy interna all'indomani della promulgazione della legge sull'intelligenza artificiale, addirittura più restrittiva di quello che consente la legge sull'intelligenza artificiale la 132 del 2025. Quindi vivaddio, l'intelligenza artificiale, ma ci sarà sempre un funzionario dell'Agenzia a esaminare, a valutare il risultato dato da un algoritmo", ha concluso Carbone.

Instead, there will be an examination by a Revenue Agency official of the result given by the algorithm.” This was said by Vincenzo Carbone, Director of the Revenue Agency, speaking at the Festival of Work for Labor Consultants.
“We presented the data of the Agency this year – he continued – we said that we had increased the value of refunds issued by the Agency by over 2 billion. We have increased the number of refunds and at the same time we have reduced the number of days needed to operate the refund. This was also possible thanks to the use of artificial intelligence, that is, putting together those data, as I said before, in a very fast time. However, at the outcome of these data there was the examination by the official. The official evaluated whether there were actually the prerequisites to recognize the refund or whether there were not those prerequisites.”
“So, farewell, artificial intelligence where it supports us. But I repeat, everyone is calm. In fact, the Revenue Agency has given itself an internal policy immediately following the enactment of the law on artificial intelligence, even more restrictive than what the artificial intelligence law 132 of 2025 allows. So, farewell, artificial intelligence, but there will always be a Revenue Agency official to examine, to evaluate the result given by an algorithm,” Carbone concluded.
