When I say "landlords don't provide housing, they hoard it" there's no better case study than this. Under capitalism one could buy a unit and rent it out with
* affordable rent
* good property maintenance
* fast response for repairs/emergencies
but the only thing holding one to this is personal ethics. Structurally, landlords like Sun are closer to the rule. Gobble up as much supply as possible and hope to stay ahead of consequences
