マイナンバーカードには10年間、正確には発行から10回目の誕生日までという有効期限がありますが、それとは別に内蔵されている電子証明書の有効期限というものがあります。この電子証明書が期限切れになってしまうとオンラインでの本人確認ができなくなったり、健康保険証の一部機能が使えなくなったりするということで、前者はともかく保険証として使えないのは困るので、放置しておくわけにはいきません。
こちらの有効期間は5年なのですが、ちょうど5年ほど前にポイント付与に釣られてカードを作った人も少なくなく、そういった人々が今最初の期限を迎えているようです。私もその1人なので、更新のために市役所の駅前出張所へ行ってきました。やはりそういう人は多いようで、土日祝日は予約のみの受付となっているとのことですが、私が行った金曜日の夕方は他に誰もいない状況だったのですぐに手続きを受けることができました。
手続きには紙の申請書を提出する必要があり、その場で渡された用紙に住所氏名生年月日を記入するのですが、そんな情報はマイナンバーカードに登録されているはずなのにナンセンスなことです。その後、カードに設定してある4つの暗証番号(パスコード)のうち3つの入力を求められました。これは専用のタブレット上のデバイスにペンで入力するのですが、慣れないペン入力なのでもどかしく感じました。しかし、結局それだけのことで数分で更新されたカードを受け取ることができました。
これだけのことであれば、専用のキオスク端末などで自動処理できるのではないでしょうか。もちろん端末を全国の市町村役場に配備するには莫大な費用がかかりますが、このカードを永続的に運用していくのであれば十分に元が取れると思います。ただカードを差し込んで、3つの暗証番号をキーボードか何かで入力して、必要なら顔認証もすれば済むはずです。とはいえ、それだけのことでも「できない」という人はいるので、それを支援するために人を置いておくのでは、ただ自動化しても意味がありませんね。
そもそもこの証明書の更新というのはインターネット経由ではできないものなのでしょうか。スマートフォンに登録できるようになったのですから、このスマートフォンからアプリで更新できるようになったら、格段に便利になると思います。できればそういう方向で改善してもらいたいものですが、難しいのでしょうか。本人確認さえできれば問題ないはずですが、そもそも本人確認するための証明書の更新なので、ちょっと無理があるような気もします。しかし窓口でも機械に通すだけで、本人確認のために特別なことは何もしていないのですから、うまくシステムを構築すればできないことはないように思うのですけどね。
