I suppose for rather less than $14 billion per year, as a toll through the Strait of Hormuz, a set of very large pipelines might be built across Oman to a port for tankers outside the Gulf.
And then there might be _discussions_ about whether Iranian ships were going to pass though that strait.
But the simpler, cheaper, better solution would be a regime change, in the USA, followed by a reversion to the previous law.
And I suppose, reparations.
