L'Unità: Nave Arctic Metagaz alla deriva, l’Europa deve attivarsi a tutela del Mediterraneo

Da oltre un mese il relitto della gasiera russa Arctic Metagaz, colpita da droni e incendiatasi nella notte del 3 marzo scorso nelle acque del Mediterraneo centrale, a circa 60 miglia a sud-ovest di Malta, è ancora in attesa che si compia il proprio destino. A bordo del relitto, oltre a probabili residui del carico originario — 61.000 tonnellate di GNL (gas naturale liquefatto) — sono ancora presenti circa 900 tonnellate di olio combustibile denso (bunker), 100 tonnellate di gasolio e una quantità non precisata di solventi e pitture utilizzati per la manutenzione ordinaria dello scafo.
Il tentativo di rimorchio effettuato dalle autorità libiche, che non ha avuto esito, allo stato attuale rappresenta l’unico intervento finora tentato. Il relitto, ancora fortuitamente a galla, rimane sotto la sorveglianza delle unità della Guardia costiera libica, che tuttavia non sembrano in grado di fare molto più che monitorarne le condizioni. La situazione venutasi a determinare — per molti aspetti inedita sotto il profilo della cooperazione internazionale in materia di inquinamento marino — ha fatto emergere significative difficoltà di intervento dai diversi organismi competenti, a partire dall’International Maritime Organization (IMO), dal Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea, dall’European Maritime Safety Agency e dagli altri soggetti nazionali e sovranazionali preposti agli interventi di prevenzione e risposta all’inquinamento marino.
In un quadro così incerto nella ripartizione di compiti e responsabilità, appare quanto mai opportuno che gli organi centrali della Commissione europea forniscano indicazioni chiare, capaci di individuare con certezza chi debba intervenire e con quali risorse, nella duplice e complessa operazione di recupero del relitto e di contestuale bonifica ambientale. La tutela del mare impone a tutti gli Stati aderenti alla Barcelona Convention — tra cui otto membri dell’Unione europea — di attivarsi con l’urgenza operativa che il caso richiede.

Arctic Metagaz vessel adrift, Europe must act to protect the Mediterranean.

For over a month, the wreck of the Russian gas carrier Arctic Metagaz, struck by drones and set ablaze in the night of March 3rd in the waters of the central Mediterranean, approximately 60 miles southwest of Malta, has remained awaiting its fate. Onboard the wreck, in addition to probable residues of the original cargo – 61,000 tons of LNG (liquefied natural gas) – there are still around 900 tons of heavy fuel oil (bunker), 100 tons of diesel fuel, and an unspecified quantity of solvents and paints used for routine hull maintenance.

The attempt to tow the vessel by Libyan authorities, which was unsuccessful, currently represents the only intervention attempted to date. The wreck, still miraculously afloat, remains under the surveillance of Libyan Coast Guard units, who however do not seem able to do much more than monitor its condition. The situation that has arisen – for many aspects unprecedented in terms of international cooperation in marine pollution – has highlighted significant difficulties in intervention from various competent bodies, starting with the International Maritime Organization (IMO), the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea, the European Maritime Safety Agency, and other national and supranational bodies responsible for prevention and response to marine pollution.

In such an uncertain framework regarding the allocation of tasks and responsibilities, it is all the more appropriate that the central bodies of the European Commission provide clear guidance, capable of identifying with certainty who should intervene and with what resources, in the double and complex operation of wreck recovery and the accompanying environmental remediation. The protection of the sea imposes on all States Parties to the Barcelona Convention – including eight members of the European Union – to activate with the operational urgency that the case requires.

The General Administration of Coastal Security announced on Sunday the rescue of 109 illegal immigrants of different nationalities, confirming that they were dropped off at the Al-Shaab port point of the administration’s Tripoli branch. The immigrants were handed over to the Anti-Illegal Immigration Agency in the presence of representatives of the International Organization for Migration, with an emphasis on providing them with health care.
