@Ally_SMMiller Inter alia, if we are going to have a #mileage #tax then excluding combustion-only vehicles from it is sub-optimal. If it is to replace #road fuel tax income to the Treasury then fine, the road #fuel tax could be reduced to match.
And yes, it could be related to #location, if that was a good thing.
