@JamesDBartlett3 It's reasonable to calibrate damages to resources, the way some countries calibrate speeding fines to income, but I think you're probably smart enough to know that the most vulnerable people will suffer the consequences of the kind of punitive measures you're suggesting. A wholesale change in healthcare regulation is long overdue. But until that happens, what you're asking for will almost definitely hurt poor people most.
