I live in a country where the main federal government service sends account confirmation codes by postal mail. Maybe someone Francophone misheard "two factor" authentication and thought it was «du facteur» authentication?
So I do my bank login, go through the personal ID verification stages and add lots of challenge questions (GCKey needs 5 different questions/answers), and it asks me to pick my bank again. But it only offers six - BMO, CIBC, Desjardins, RBC, Scotiabank, TD - and mine's not there.
