The Tech Sovereignty Package is largely about CREATING DEMAND for "AI", data centres and chips. This is most blunt in the Chips Act 2.0: https://digital-strategy.ec.europa.eu/en/policies/chips-act-2 If there was still any doubt: It is not just the Big Tech companies that want to shove "AI" and data centres down our throats. The European Commission is fully onboard, as long as "Europe" (aka European companies) gets a small slice of the pie.
