Il Tempo: Sostenibilità, Ricci (Iuss): "Nuova direttiva Ue punta a ridurre sprechi alimentari scolastici"

Roma, 3 mar. (Adnkronos) - “La direttiva di recente introduzione del settembre 2025 ha reso obbligatori dei target che a livello di Sdgs, quindi a livello di Nazioni Unite, non erano obbligatori per diversi settori, in particolare quelli che vengono ritenuti i maggiori produttori di sprechi e, quindi, distribuzione e livello di consumo domestico". Sostiene Carola Ricci, professore associato di Diritto internazionale Università di Pavia e istituto di Studi superiori di Pavia e delegata allʼAfrica e alla Cooperazione internazionale per l'Università di Pavia, intervenuta al convegno promosso da PlanEat 'Innovazione digitale e politiche pubbliche per la riduzione dello spreco alimentare nelle scuole' presso la sala Stampa della Camera dei Deputati.
"Tuttora, anche alla luce della nuova normativa, mancano dei metodi di misurazione che siano uniformi sia a livello europeo, sia a livello nazionale, comportando difficoltà nel definire realmente a che punto siamo e dove vogliamo andare. Ci tengo a sottolineare che l'Italia è ben preparata a queste modifiche normative. Siamo al decimo compleanno della Legge Gadda e siamo stati tra i pionieri nell'applicare la piramide invertita della riduzione dell'eccedenza alimentare anche a favore dei più bisognosi, incentivando le imprese e dando una definizione di eccedenza che mancava a livello nazionale", aggiunge Ricci.
"Per quanto riguarda la ristorazione scolastica, grazie a fondi e progetti come Onfoods, si è riusciti a ridurre gli sprechi coinvolgendo famiglie e personale scolastico, proponendo una dieta più sostenibile e bilanciata per i minori. Questo approccio multisettore, promosso anche dalla Legge Gadda e allineato con le direttive europee, è la via migliore per tradurre le raccomandazioni in azioni concrete", conclude.

Sustainability, Ricci (Iuss): “New EU directive aims to reduce school food waste”

Rome, March 3 (Adnkronos) - “The directive recently introduced in September 2025 has made mandatory targets that were not mandatory at the level of SDGs, therefore at the level of the United Nations, for several sectors, particularly those considered the largest producers of waste and, therefore, distribution and household consumption levels." Says Carola Ricci, Associate Professor of International Law at the University of Pavia and Institute for Higher Studies of Pavia, and Delegate to Africa and International Cooperation for the University of Pavia, speaking at the conference promoted by PlanEat 'Digital innovation and public policies for the reduction of food waste in schools' at the Press Room of the Chamber of Deputies.
“Even now, in light of the new regulations, there are a lack of measurement methods that are uniform at both European and national levels, creating difficulties in truly defining where we are and where we want to go. I want to emphasize that Italy is well prepared for these regulatory changes. We are celebrating the 10th anniversary of the Gadda Law and we have been among the pioneers in applying the inverted pyramid of food surplus reduction also in favor of those most in need, incentivizing businesses and giving a definition of surplus that was missing at the national level,” Ricci adds.
“Regarding school canteens, thanks to funds and projects like Onfoods, it has been possible to reduce waste by involving families and school staff, proposing a more sustainable and balanced diet for minors. This multisector approach, also promoted by the Gadda Law and aligned with European directives, is the best way to translate recommendations into concrete actions,” she concludes.
