Highlights: Storm systems in the late afternoon helped slow the fire’s rate of spread. Crews worked hard and took advantage of the moisture by tying in control lines, bringing the total containment up to 47%. The fire is burning in the Wallow footprint near the West Fork of the Black River off Forest Road (FR) 68.

Operations: Operations, along with the Incident Commander, conducted a recon flight of fire activity in the area over Hay Creek. The Northern portions of the Western flank showed light smoke from smoldering fuels. To the south, crews completed and secured control lines into the drainage areas near the fire’s flanks off FR8424. On the Northern flanks of the fire crews continued to construct contingency lines from FR249C. Monsoonal weather conditions required crews to briefly stand down for safety reasons until storms passed. On the Eastern flank, crews continued to prep and complete lines along FR68.

Highlights: The fire is burning in the Wallow footprint near the West Fork of the Black River just off Forest Road (FR)68. Heavy Equipment and ground crews continue to work together to achieve containment on the flanks of the fire in coordination with air support units. Personnel continue to conduct ongoing assessments for the best plan of action to achieve full suppression of the Draw fire.

Operations: Crews saw increased fire activity with a change of topography and mixed fuels on the eastern flank. Snags continue to pose challenges to strategic operations. Dozer operations tied in containment lines on the western fire’s edge. Multiple Helicopters can be seen conducting bucket drops to hold active fire in check throughout the operational period. Crews continue to scout for areas to take direct and indirect action on areas of the fire. An increased presence of fire personnel will be seen along FR68.

Safety: Due to increased fire activity and traffic along the eastern flank of the fire the public is being asked to vacate camping and recreational activities along FR68. Please use caution while air operations utilize portions of Big Lake for dipping to support bucket operations and avoid the area...

The #Arizona #HumaneSociety called the situation “entirely preventable” & lamented that the #sheriff’s office had not asked it for help.

“This awful incident lacked all compassion & judgement,” Jennifer Armbruster, a spox for the humane society, said in a stmnt. “And what is most clear is that establishing an #animal care & control service in #ApacheCounty is an absolute necessity to prevent something like this from happening in the future.”

In a separate stmnt, the sheriff’s office seemed to blame a lack of #funding.

“#ApacheCounty does not have an #animal care & control dept. In the unincorporated areas that responsibility is left up to the deputies & actions taken vary & are considered on a case-by-case basis. We do not have the infrastructure or budget to support such a dept.”

“It infuriates me when the #sheriff’s office says they don’t have the resources” Schumann said. “There are plenty of people who are trying to help.”

local #animal advocates say that shooting the dogs was the wrong solution & that the area desperately needs to address #AnimalHoarding & #AnimalAbandonment. Some residents have launched Facebook groups to try to find homes for abandoned #dogs & to expose people who illegally hoard animals.

“The #ApacheCounty #Sheriff’s Office won’t do anything to fix the problem … #Animals are dying everywhere in the county,”said Teresa Schumann, founder of the nonprofit Northern Arizona Animal Search & Rescue.

The #ApacheCounty #Sheriff’s Office, which serves ~65k people, maintains that the deputy did nothing wrong that day in Sept. Chief Deputy Roscoe Herrera said that since the county has no #AnimalControl service, deputies have discretion to handle #animal issues as they see fit. The deputy, Jarrod Toadecheenie, declined to comment.

But the incident in Adamana, #Arizona — an unincorporated community ~100 miles east of Flagstaff — has outraged local animal advocates….

Insofar as I can tell, the recent surge in #votes for both #Democrat candidates in #Arizona come from #ApacheCounty which is still only reporting 71%.
