I've had inspircd (#IRC server") running in a #freebsd jail on the LAN for most of the year now. It's sole use has been sensor monitoring -- a few raspbery pis dumping status to a reporting channel. No need for security, irc services, or anything else.

I decided to add #anope irc services to see how they worked and see what's involved with irc administration.

That was a truly a pain in the ass. Even when I got it working, I had to randomly stumble upon how to take ownership of a channel in use and I'm still not sure what I did :-p

I just set up an #IRC server using #ngircd the configuration allows for easy connections including SSL connections, or whatever it's called these days. My next concern is to incorporate the services of NETSERV, CHANSERV, etc. I've already installed my candidate packages, namely, #anope and #atheme. I wasn't too sure what to do with the config files in anope, I wasn't sure what to do. I'm still reading the relevant documents, however so far, I seem to be relegated to much speculation, on how to proceed. If there are any IRC gurus out here, that's willing to help me find the path, I'd be ever so grateful. Thank you.
