Flash raid on electoral law: the new text will be presented in the Chamber on June 26th.

The threshold has been raised from 40 to 42 percent, the run-off elections have been abolished, and a system of coordination between the Chamber of Deputies and the Senate has been introduced, aiming to ensure that the bonus is awarded only if there are no discrepancies between the two branches of Parliament. These are the main innovations of the second draft of the electoral law that the majority has submitted to the Constitutional Affairs Committee of the Chamber of Deputies.

Blitz on the electoral law: the new text will be debated on June 26th

The bonus (which remains at 70 seats at Montecitorio and 35 at Palazzo Madama) is attributed to the single list or coalition that came first, both in the Chamber and the Senate, provided that it has obtained, in each of the two branches, at least 42 percent of valid votes. If the leading candidate is different, or if the threshold is reached even in one of the two, the seat distribution is wholly proportional in both branches. Furthermore, the ceiling on the number of seats obtainable by whoever receives the bonus has been lowered from 230 to 220 in the Chamber and from 114 to 113 in the Senate.

Italians Abroad

Regarding Italians abroad, it is expected the introduction of a kind of anti-counterfeiting mechanism. Regarding access thresholds, the text maintains the 3% national criterion for coalition lists admitted to seat allocation. A safeguard mechanism is also foreseen for the most voted list within a coalition, even if below the threshold. The proposal also introduces a limit on the size of the resulting parliamentary majority resulting from the bonus. The electoral ballots and voting methods are also redefined. The ballot would include the symbols of the lists, candidates in multi-member districts, and, in a separate box, candidates from constituency lists linked to the governmentability bonus.

The Designation of the Prime Minister Candidate

In the second draft, it has been specified that the failure to indicate the person to be proposed as a prime minister candidate implies the inadmissibility of the lists. The same applies to the failure to present the electoral program. The text was, amid opposition protests, scheduled for June 26th at the Chamber of Deputies. A short hearing cycle on June 3rd, followed by a vote to adopt the basic text the following day, is the hypothesis advanced in the President's office by Commissioner Nazario Pagano.

Opposition in trenches

However, the opposition is criticizing the timing. “First the majority presents a contested text by authoritative constitutionalists; then it unilaterally decides to rewrite it entirely, demanding to dictate the terms of arrival in the Chamber with extremely tight deadlines that once again mortifies the Parliament,” say the Democrats Francesco Boccia and Chiara Braga. And the reassurances of FdI's organization manager are of little value. The text “is not amendable,” said Giovanni Donzelli. “If there is a shareable amendment, we have no reason not to approve it. If there is an amendment that completely distorts the framework, for example by eliminating the majority bonus, we cannot accept it,” he clarified.
