Open Enrollment should be a 2-step process:

1) big button that says: "SHOW ME WHAT I DID LAST YEAR"

2) (choice of) 2 Big Buttons that say:
- "DO THE SAME THING AGAIN THIS YEAR"
- "I NEED TO CHANGE SOMETHING"

because, most of the time when you're doing anything other than "same thing as last year", you'll be doing it through the "life change events" change window and not the "open enrollment" thing
