It can feel like quantitative human geographers don't have a voice where theory is concerned, which is weird.
1. We're just like the rest of human geography. We like theory.

Here's a mechanism for why bad practices in infrastructure construction (and perhaps other project management) are sometimes rewarded.
A piece of infrastructure is completed, despite poor practices. The process was not smooth - the poor practices led to delays, stress, and public embarrassment. But precisely because of those challenges, getting it done at the end is viewed as a major milestone and vindication of all involved. Good practices make it look effortless, so they go unremarked.
