@ozdreaming Oh interesting - I'd missed the megathread. I've only skimmed for the topic so far, but it seems like there's not a unified vision of what this is actually set to accomplish, where some people are talking about using it to coordinate doing things to turn up a bigger network for communication, while other people seem to be talking about using it to directly replace the internet.
Anything ham radio-ish is probably best for coordinating folks who are setting up some other larger thing (probably mesh networks) that can handle more general traffic. I don't know offhand if there are existing groups folks who have plans in place for some kind of self-activation of hams for emergency communications in a disaster. If so, they might be a place to start.
