Joint Statement on AI Safety and Openness:

https://open.mozilla.org/letter/

This letter from Mozilla comes one day after Biden announced US regulations on AI.

It reminds me of a recent Stanford study on the effects of possible EU regulations:

https://crfm.stanford.edu/2023/06/15/eu-ai-act.html

Bigger companies like OpenAI/Microsoft are expected to benefit from the discussed regulations (expect maybe for the data transparency requirements). For open models, it will likely get harder. Also, for smaller EU companies.

Joint Statement on AI Safety and Openness

We are at a critical juncture in AI governance. To mitigate current and future harms from AI systems, we need to embrace openness, transparency, and broad access.

Tutanota (a German email provider) updated their blog post on the state of chat control:

It has some information where the EU countries currently disagree.

Privacy Win: Chat Control Has Been Postponed for a Second Time!

Here's Why the EU CSAM Scanning Plans Must Fail.

The vote on the controversial "chat control" proposal in the Council of the European Union has been pushed back for the second time, now to December.

It is not over, but at least a good sign.

Check this out. Thief approaches door of house with car parked out front. He is holding a wire antenna. If the car owner has left their keys near the front door, the wire antenna will boost the signal. Success! The key fob is near the door. Signal boosted. This causes the car to think the key is very near to it, and opens the car door. Thief's accomplice gets in and starts the car. They drive away! https://mastodon.social/@it4sec/111167031354970229

I did not realize that the amount of money that Google has to pay Apple to remain the default search engine on Apple devices went up to 18-20 billion dollars (in 2022).

That number keeps going up quickly. Now, it is close to Germany's budget for Federal Ministry of Education and Research (without the states). If it keeps doubling like that, it would reach the defence budget (50 billion) in a few years.

It also highlights the power of default settings.

Meta published a paper about extending the effective context window of models up to 32K tokens (https://arxiv.org/pdf/2309.16039.pdf).

I'm not an expert on that topic, but as I understood it is extending ideas like this: https://www.youtube.com/watch?v=IZYx2YFzVNc

An interesting aspect of Meta's paper is that they also mention Reddit at same place (around rotations):

> The idea is also concurrently
suggested in the Reddit r/LocalLLaMa community and Rozière et al.

The community is contributing back. 👍
