In my water campaigning I have tried to avoid politics. Politicians should not be driving decisions on the implementation of public services.
But, they have been in the UK, where privatisation by a Tory government in the early nineties set up the laws used to support the corrupt water companies now wreaking havoc.

They both try to provide a machine model of the economy, assume completely efficient systems and are closed (assumed perfectly deterministic, no feedback control).

It's so obviously why nothing works in this country, including the water industry.
