Any foreign intervention is violating international law, regardless of the regime.
The only exemption is the UN who can hold a vote to initiate a mission to free a country from their leadership. Only then military intervention is possible. Everything else gives more legitimacy to dictators like Putin and their cases (Ukraine).
We either need to apply international law every time or get rid of it and end up with a world where the the strong will take from their weaker neighbors.
