I first noticed it because it pops up every time I paste any text into a browser.
My campus appears to have recently deployed Microsoft Purview on our devices and from my cursory searches, this appears to be quite the surveillance software.
Humored at how our official university committees are voting on things using emoji reactions when in virtual meetings.

As I currently sit on our campus committee to figure out how to respond to this new state law dictating instructional workloads, this hits close to home.
