I think a couple of people have been able to get secondary Linux devices with research funds. But they don't like allowing that and generally your primary device has to be one of the approved.
I first noticed it because it pops up every time I paste any text into a browser.
My campus appears to have recently deployed Microsoft Purview on our devices and from my cursory searches, this appears to be quite the surveillance software.

At my institution at least, we are generally not doing a ton of research since we are teaching focused, but that is definitely a consideration.

Parsing of preprints is definitely weird and often inconsistent. I've noticed the publication date sometimes will get picked up, sometimes not.
