Prior to medieval times, even the Christian Church had no opinion on nudity. However, by shaming everyone to take up clothing, they could not only enforce a hierarchy, but also establish control over people. Every regime since then has enforced fashions from Mao jacket to burqa to bras as a means to establish control. For women it is even worse, as the control is often applied by men to make women weaker - consider the 19th Century corset.
