Your periodic reminder that the Velominati's "rules" are a parody* and those taking them seriously and scaring others with them are giving cycling a bad name. 
You don't need expensive gear or to fit into gatekeepers' restrictions of what a cyclist is. If you're on a bike, you're a cyclist! Simple!
Ride however you want, safely and legally, for whatever reasons you want!
(Except Rule #58, "Support your local bike shop", the one good rule.)
Instead of calling uphill exercises "hilly", I swap the H for an S and call them "silly" instead! it makes them seem more fun and less tough, like painting a clown face on a scornful frowny face. 
It's amazing how changing one letter can make a difference. I hope this helps with your uphill activities too!
Cycling's unfortunately gained a reputation of gatekeeping and elitism, but I'm here to tell you to throw those toxic ideas away!
You don't need an expensive bike, a fancy cycling suit, or Tour/de-France-level stamina. You just need a bike and safety gear!
And forget about the Velominati's ridiculous "rules". They're satire anyway. The only rules are the road rules!

In French, "bike" translates to "vélo", which is also an anagram of "love" in English (if you ignore the accent) and I think that's a beautiful coincidence! I even changed my name to Velo because of it!
Riding a bike really is an act of love, for yourself, others, and the planet!
Take care of your bike, and your bike will take care of you!
