Understanding the European Accessibility Act (EAA) - TetraLogical

The European Accessibility Act (EAA) requires that products and services made available within the European Union (EU) are accessible. Like most EU Directives, the EAA (DIRECTIVE (EU) 2019/882) is hard to understand, and this has left many people unsure about what it means - and more importantly, what they need to do to make sure their products and services comply. With this in mind, we'd like to share our understanding of the EAA as it applies to digital products and services.

If your EAA readiness plan only includes EN 301 549, you’re missing the bigger picture.

Accessibility doesn’t start with testing; it starts with strategy.

Both are harmonised standards under the EAA. To meet the Act’s requirements in full, economic operators and service providers need to:

• Use EN 17161: to integrate accessibility into design, development, leadership, and evaluation processes

• Use EN 301 549: to demonstrate conformance with accessibility requirements

• Document conformance: including how monitoring and internal practices support accessibility

• Assess burden if needed: and report across all markets if claiming exemption

EN 301 549 gets all the attention, but EN 17161 is just as important when meeting the requirements of the European Accessibility Act (EAA).

The technical standard EN 301 549 tells us what digital products and services need to do to be accessible.

But EN 17161 Design for All helps organisations embed accessibility into their everyday processes, strategies, and culture so accessibility isn’t just a checkbox exercise, but a consistent, sustainable practice.
