Except there might be a lot of rich people's relatives renting from them suddenly this year. That might be splendid because either those people will have a good claim to the pad whether sugar daddy likes it or not, or conversely they'd need to plausibly look like they're living there.

No matter how you slice it I guess this is just forcing renting out hoarded units, which is great! Even if it starts at the top of the market, in the meantime the city is getting revenue.
