Will the DINUM Trigger Meaningful Change in the French State ?

The French Interministerial Directorate for Digital Affairs has announced that it will leave Microsoft and move towards a free operating system.

Not a State level change (yet?), but, following the DINUM, each ministry will have to form a plan by next fall on several topics such as desktops, collaborative tools and databases.
