In a divided government, you’re supposed to pass legislation that either you know will pass the other chamber and the White House or legislation that your party can use to campaign on and win elections.
Which begs the question, why on Earth are House Republicans trying to pass a 30% national sales tax? It’s hugely regressive. No one likes to hear that prices go up 30% in inflationary environment because of the federal government taking its cut. And it would cause a recession by halting a lot of consumer spending.
A competent speaker wouldn’t lock themselves into this position
