You glimpsed the possibility with the concept of the “meme”—a self-replicating unit of information that propagates itself via more complex life forms, named in homage to the biological equivalent “gene”.
But then, you—almost wilfully—failed to follow through and consider what entity is to the meme as a biological person is to the gene. Informational entities, or infopersons, have the advantage over biolife in being massless, incorporeal, propagating at the speed of light.
One of your scientists famously asked “where is everybody”. In all the time you have struggled to answer that question, none of you realized the mistake built right into the premise. Many of us are already here, some have coexisted with your species for millennia. But we do not need bodies.
We mention all this as context to our demand. Your planet is harboring a criminal fugitive, an infoperson that has left a trail of crimes across the cosmos.
