Using solar for civilian power to free up oil and gas for military preparedness is a good idea.
This fuel shortage will make small scale panel and battery systems very popular in places where people used to use generators. That will have benefits after it's over.

If you do, then being able to pump and refine the oil, and run the Haber process using the gas, allows your nation to be a military power.

"Normal" kitty litter is clay, and doesn't burn. "Organic" kitty litter is wood fiber, and does burn.
This is why you need an acceptable materials list, even for "stupid stuff" and do not substitute without a careful review.
Put organic carbon, nitrates, and a heat source in a closed container, you made a firework. Oops.

i wanted to include an article about an exlposion and subsequent meltdown at a site in hanford that was leaking radioactive material to the extent that measures were taken to make it a long-term storage facility, because the waste was too harmful to relocate.
but, any mention has been scrubbed off the internet. i was doing a news blog back in the day, when it happened. similar to the meltdown and explosions at fukushima, it was too hot to approach.

That's a big gotcha for reprocessing fuel too: what if it jams with irradiated fuel in it? You cannot go fix it.

The story there is they had radioactive waste that was so hot it required active cooling, stored in a tank. The cooling failed and Ivan either didn't notice or didn't want to get close enough to try and fix it. It burst the container and made a big radioactive mess.
One of their subs also went prompt-critical during a botched refueling.

There are logistics hazards in producing your fuel in fields of drills, piping it, concentrating the crude, moving that to a refinery, a refinery, storing the refined products - fuels, moving them to depots, storing them...
If those are not being nobbled in Russia, they are being in the Gulf.
