Why not offer them a spot in your local militia? Maybe the only reason that they are in the US Military is because they like rigid structure, and are good at violence.

Most of the wars after the French revolution were defensive. It's just that when your enemy creates a coalition of states which each puts down 10 000 troops or so against a state with millions of soldiers, and you don't have nukes, you pretty much have to march your soldiers pretty much everywhere.

Well, Napoleon did swap leaders after defeating the countries. Which is what winning states still tend to do!
But Britain is the one who started the wars (or most of them, at least), and came back with more and more allies as Napoleon beat the old ones.
Edit: but this is a complicated topic, and I'm not comfortable trying to do cliffnotes ! :D
