Am I correct in believing that refunding the tariffs would mostly be a windfall to the businesses that initially paid them, since presumably those businesses passed most of the price increase on to consumers who can't readily be identified? E.g., WalMart will get a refund for Chinese bicycles it imported, and can keep the $ since there's no way to identify the customers who paid higher prices for those bicycles?
