@thinkroot99 looks like Fedora Workstation actually ticks most of your boxes except for the dichotomy between stability and new packages.
But speaking from my own experience, Fedora has been really good about stability too. If you want to be careful, just give it a few weeks after a release before upgrading to the new major version.

Based on #Ubuntu but rolling release for latest software.
Uses #Xfce but highly customized to look modern.
@klu9 #RhinoLinux would be much more attractive if it used GNOME.
