@Natasha_Jay These rules were added later. In the earliest cartoons, RR was more than willing to use the devices against the coyote.

My all time favorite invention was the Coyote ordering a pair of skis, a fridge, and a meat grinder from Acme.
He
1) Attached the meat grinder to the ice maker in the freezer
2) Cranked up the ice maker causing an endless stream of cubes that flowed into the grinder
3) the grounded cubes formed a stream of snow that fell in front of him from the grinder
4)He skied on *that* path
He wore the entire thing on his back.
Out. Standing.
The coyote should just buy a ton of beef jerky and an Acme™ Atomic-Powered Rehydrator.
It sounds like there is a valuable life lesson to keep in mind behind Rule 9.
