I agree. I watched a longer version on YouTube (it's called Nipper Runs Amok, although this isn't the original Nipper, who was dead by then), and they're smiling and laughing through the whole thing.
I think the man on the right fell over laughing.
I, for one, would like to imagine that he was trying to help his master escape from that infernal contraption...

It's and old film that was called "Nipper runs a-mock"
Nipper being the name of the RCA terrier.
But, it's probably not the exact same dog. Just a variation on the theme from the same time period.
Does that make it "genuine"? IDK
