The criteria were that they must have been depicted acting as a first officer of a Federation ship on screen. Movies and TV both counted.
Below is your list of 24 names.
Seeding was based on the total number of appearances by that character rather than the amount of time depicted as a First Officer as that was easier to track.
Voting will last for 7 days from 14/6/24, ending on 21/6/24.

17. Commander Rayner, the first officer of the USS Discovery in Discovery's 5th and final season. A Kellerun, known for his curt, distant demeanour at first. He eventually learned to trust the crew.

16. Raffaela "Raffi" Musiker, the first officer of the USS Verity in 2385, and later the USS Enterprise G in 2402. A human, she has struggled with conspiracy theories and drug addiction but worked hard to earn her place on the Enterprise.
Rayner is on the left portrayed by Callum Keith Rennie. Raffi is on the right portrayed by Michelle Hurd.

9. T'Pol was a member of the Vulcan Science Council but was assigned as the Science Officer and First Officer of the NX-01 Enterprise. Stoic and unsure of humans at first, she grew into her role.

24. Lt Commander Cavit was the original First Officer of the USS Voyager. He was not happy about Tom Paris' presence aboard Voyager and did not know how to brace for impact.

21. Adreek-Hu was the original first officer of the USS Protostar. He is an Aurelian. Mostly seen in holographic recordings, he was captured alongside the rest of the Protostar's original crew.

12. Sylvia Tilly was still an ensign when Saru made her his first officer aboard the USS Discovery. She did not retain this role under Captain Burnham, but was temporarily Rayner's XO when he commanded Discovery.

13. Pavel Chekov is most widely known as the helmsman of the USS Enterprise. He served as the First Officer of the USS Reliant under Captain Terrell in The Wrath of Khan.

20. Elizabeth Shelby was an up-and-coming officer on the fast track to command. An expert on the Borg, she initially clashed with William Riker on the Enterprise D, but she served as his First Officer following Picard's abduction by the collective.

14. Jack Ransom is the first officer of the USS Cerritos. Athletic and full of swagger he has nonetheless tried to be a mentor to Beckett Mariner.

11. Saru was the first Kelpian in Starfleet. He served as First Officer of the USS Discovery under Captains Lorca and Pike. He later returned to serve as Burnham's First Officer as well.

22. Maxwell Burke was the First Officer of the USS Equinox. He was complicit in the Equinox's murder of alien lifeforms to get them home faster, going so far as to conduct a mutiny when Captain Ransom attempted to cancel the experiments.
Saru is on the left portrayed by Doug Jones. Maxwell Burke is on the right portrayed by Titus Welliver.

23. Will Decker was to be the new captain of the USS Enterprise following her refit. He served as Kirk's First Officer when Kirk assumed command during the V'Ger incident. He ultimately chose to merge with V'Ger to save Earth.

10. Michael Burnham was the First Officer of the USS Shenzhou but ultimately committed mutiny to try to prevent a war with the Klingons. She later briefly served as Captain Saru's First Officer aboard the USS Discovery.

15. Una Chin-Riley served as the First Officer of the USS Enterprise under Captain Pike. The original "Number One", she also appears in Strange New Worlds. Efficient and an exemplar to others, but known as "Where fun goes to die" by the crew.

18. Tysess is the first officer of the USS Dauntless under Admiral Janeway, he serves to temper her emotional responses and has to deal with several strange situations.
Una Chin-Riley is on the left portrayed by Rebecca Romijn. She was also portrayed by Majel Barret in the original pilot. Tysess is on the right, he is portrayed in 3D animation but is voiced by Daveed Diggs.

Some interesting matchups, and definitely a couple of XOs who I haven't seen in action yet. I need to watch the rest of Prodigy and get around to Season 5 of Discovery.
A couple of notes.
We had a couple of bit-part XOs who didn't make the list such as Hobson who was Data's First officer aboard the USS Sutherland.
I did keep Burke because it seemed fun to have someone who had the potential to get zero votes. He also gives us a second mutineer to give Burnham some company.
We held a vote between Cavit and Prime Kirk. As so far Prime Kirk hasn't actually done any first officering on screen.
I also omitted Kelvin!Kirk because his stint as XO is pretty small.
24 participants seemed like a nice round number without getting too far into the weeds of 1-episode wonders, so that was the cut-off.
I did contemplate making the first "Number One" Una Chin-Riley our first seed, but ultimately slotted her in based on number of appearances. Amusingly had I done that Seven of Nine would have been seeded ninth not eighth.
There's also several XOs on this list who went on to become captains or admirals on screen.
@Keab42 Burke actually doesn't do too bad as an XO. Morally reprehensible, sure, but that aligned with his captain, so at the JOB, he was pretty good.
The problem is that he's up against freaking SARU, so there's NO contest.
