It's the same mechanism that makes people take care of a subject as soon as they or someone close to them are affected.
It's a general failure of empathy. Somehow a part of the population never learned to empathize with humans outside their immediate social circle.

@smellsofbikes I see this everyday where I live. Kelowna BC. There's a surplus of drivers speeding and another surplus with way over the limit noise craps attached to the cars and nothing gets done about it. The RCMP are actually afraid of these people.
